Luigi		 I have noticed for some reason they decided drop the traditional darker shoes for Luigi and they decided to use the same colored shoes as Mario on this model. Which is weird when the artwork shows Luigi with his traditional shoe color.

Sonic and All-Stars Racing Transformed		 best way to reach models (and textures) so far is by using those tools:
https://github.com/Tyaap/ASRT_SumoTTP/releases (use it on the .toc files of this game to unpack it)
https://github.com/Tyaap/ASRT_CpuGpuTool/releases/tag/v1.8-beta (use it on the unpacked [name].cpu.spc files to see everything inside)

every .texture files are just DDS files disguised (just rename the extension to dds) then, if we solely focus on extracting gpu content, we end up with many .model files, the real question is just how to convert those
